Agriculture Market Information System

Agriculture is the most important sector of the provincial economy. Its contribution to countries' economy is also impressive and measured with help of available data and finds that the agriculture sector continues to be an essential component of economy.

All the Wings of Agriculture Department in Province of Sindh are dealing with pre-harvest technologies of Agricultural produce, whereas the Agriculture Marketing Wing is dealing and shouldering the responsibilities of post-harvest technics of agricultural produce. The Agriculture Marketing Wing, across the Sindh Province, has a setup of Directorate General at Hyderabad and field offices at Divisional and District level, which monitors Market Committees established under Agricultural Produce Markets Act, 1939 and Rules 1940 for post-harvest agriculture marketing activities.

History

Agricultural marketing in Sindh has its origins in the pre independence era, when agricultural trade was largely unregulated and informal, to address widespread exploitation of farmers/growers, non standardized auction practices, and lack of organized market infrastructure, the Agricultural Produce Markets Act, 1939 introduced in Province of Sindh in late sixties with preamble that an Act to provide for better regulation of the purchase and sale of agricultural produce and establishment of markets for the purpose.

Under the said Act, Market Committees were established and identified as Body Corporate by such name as Government may specify and for enforcement of the said Act and Rules 1940, constitution of Market Committees declared amongst the growers, dealers and consumers of notified market area of the respective Market Committee, at present 70 Market Committees are functioning in different categories throughout the province.

Right from establishment of Market Committees in Province of Sindh mostly Market Committees are functioning in cities and towns of the province with facilities like Banks, Cold storages, Post office, Canteen, Mosque, Security check post, Shops, Shades etc are provided for the benefits and facilities to growers, traders and consumers with following objectives and functions:

Objectives of Market Committees
  • For the better regulation of the purchase and sale of Agricultural Produce and the establishment of Agricultural markets in the Province of Sindh;
  • To protect interest of Growers in the sale and purchase of Agricultural Produce;
  • To establish Market Committees which will act as self-financing Corporate Bodies;
  • To reduce the role of middleman and encourage growers to sell produce directly;
  • To protect interest of Consumers;
Functions of Market Committees
  • Issuance of License to the dealers of Agricultural Produce;
  • Levy fee on Agricultural Produce bought or sold in the notified market area on prescribed rates;
  • To fix and implement trade allowance in markets, so that growers are not fleeced at the hands of middlemen;
  • No trade allowance, other than an allowance prescribed by rules or bye-laws made under Act shall be made or received in a notified market area by any person in any transaction in respect of the Agricultural Produce;
  • To arrange open auction of the Agricultural Produce;
  • To construct Agricultural Markets and to provide amenities in the existing local markets;
  • Any other duty assigned by Government from time to time;

Under the leadership of Sindh Agriculture Minister Sardar Muhammad Bakhsh Khan Mahar, the Agriculture Department, Government of Sindh, is working to build a modern, sustainable, and farmer-friendly agriculture sector. The department focuses on smart farming, improved crop productivity, food security, farmer support programs, and women's participation in agriculture.

Along with production support, the department is also strengthening agriculture marketing, fair pricing, market linkages, and supply chain systems to help farmers access better markets and receive fair value for their produce. Through initiatives such as the Benazir Hari Card and Wheat Growers Support Program, the Government of Sindh remains committed to improving farmer livelihoods and promoting sustainable agricultural growth across the province.

Under the administrative leadership of Mr. Muhammad Zaman Narejo, Agriculture Secretary, the Agriculture Department, Government of Sindh, is working to ensure effective implementation of agricultural policies and programs across the province.

The department focuses on improved planning, coordination, monitoring, farmer support services, and field-level delivery. Special attention is also being given to agriculture marketing, market access, price information, and supply chain coordination to help farmers receive better value for their produce. Through transparent governance, technical support, and farmer-centered service delivery, the department remains committed to strengthening Sindh's agriculture sector and improving rural livelihoods.

Mr. Shehzad Ali Panhwer

The Directorate General of Agriculture Marketing Sindh is responsible for developing, regulating and improving the marketing system for sale purchase of agricultural produce and supervise Market Committees to ensure that growers/famers can sale their produce in a transparent and efficient manner and to ensure markets operates according to Government rules and regulations and collection daily data on arrival and prices of agricultural commodities from Market Committees and conduct the capacity building program for stakeholders and employees and assist the Government on policies related to Agriculture Marketing and market reforms with following functions.

  • Conduct market survey and research in Agricultural Economics and Marketing.
  • Inspect and monitor functions of market committees.
  • Provide marketing extension services.
  • Promote, disseminate and facilitate the advanced concepts of Agricultural Marketing and market surveillance.
  • Promote quality standards and value addition of the agricultural produce.
  • Administrative and financial control of Market Committees and their staff shall be exercised under the supervision of Directorate General of Agriculture Marketing.
  • Any other function as may be prescribed by the Government.
  • To help, encourage and guide the market committees for establishment of agricultural public markets, farmer markets and public private partnership markets.
